Cllr J Whalen declared a non-pecuniary interest in Agenda Item No 5 – Investing in Our Neighbourhood Report – as a member of the Yewdale Community Centre Management Committee.

Members received a report which set out the current position of the Neighbourhood Investment Fund allocation to the Carlisle West Community Panel as agreed by the Cumberland Council Executive, together with the draft Neighbourhood Investment Plan for consideration.

 

The Panel was presented with details of investment applications (referred to in appendices 3-14 of the report) for approval and considered each one individually.  The Chair had declared a non-pecuniary interest and took no part in the decision making for the investment applications for Yewdale Community Centre - CCGA/2000-24 and Yewkids @ Yewdale Community Centre - CCGA/2001-24. 

 

Members had a detailed discussion regarding the investment application for Yewdale Community Centre – CCGA/2000-24.  It was agreed that discussions take place with Community Centres on future funding as the Executive had agreed to devolve the existing Community Centre grant funding to the Community Panels.  

 

In discussion of the investment application for Carlisle Matters – CCGA/2043-24, members asked that the deadline dates for submission of investment applications be aligned for all the Carlisle Community Panels.  Members felt that projects such as the Show and Tell Event, although being arranged in this Panel’s area, would benefit a wider audience and funding should have been requested from the other Panels.

 

Members agreed to approve the application for Cumberland and Carlisle Arts Project – CCGA/2004-24 –on the condition that collaborative work takes place with similar organisations.

 

Members discussed the investment application for Yewkids@Yewdale Community Centre – CCGA/2001-24.  Members agreed to partially fund the application and suggested that discussions take place with Family Action and the Senior Manager for Early Years and Prevention.

 

Members received the draft Neighbourhood Investment Plan for this Panel area noting it was an evolving document.  It was agreed that an informal meeting be arranged, after receiving feedback from the Network Event, to refine the Community Panel’s priorities.

 

RESOLVED,   that

 

(1)             the report be noted;

 

(2)             the agreed priorities be considered and discussed at an informal meeting to better understand where the focus needs to be going forward;

 

(3)             the following investment applications be approved:-

 

(a)     £1,000 to Laurie Brewis Trust - CCGA/ 1997-24;

(b)     £2,000 to Carlisle Mencap - CCGA/2011-24;

(c)     £4,000 to Spiral - CCGA/2010-24;

(d)     £6,000 to Yewdale Community Centre - CCGA/ 2000-24;

(e)     £2,500 to Carlisle Matters - CCGA/2043-24

(f)      £376 to Carlisle Society for the Blind - CCGA/ 2036-24;

(g)     £500 to St Cuthbert’s Parochial Church Council – CCGA/2042-24;

(h)    £2,700 to Cumberland & Carlisle Community Arts Project - CCGA/2004-24 on the condition that collaborative work takes place with similar organisations;

(i)      £1,000 Investment Fund to Meals on Wheels - CCGA/ 1996-24;

(j)      £5,000 to Carlisle One World Centre - CCGA/2039-24;

(k)     £1,500 to Denton Holme Longsowerby Community Engagement - CCGA/2034-24;

(l)      £2,000 to Yewkids @ Yewdale Community Centre - CCGA/2001-24;

 

(4)         to decommit the amount of £3000 previously allocated to Friends of Chances Park towards the cost of a labyrinth;

 

(5)         the Neighbourhood Investment Plan (NIP), as presented up to 31 March 2025 be noted;

The Panel considered a detailed report which updated members on the recent activity in the Community Panel area.

 

Members received information on a number of network events, consultations and activities which included the Carlisle West Community Network Event, Carlisle Youth Festival, the Teenage Market, Family Wellbeing Transformation and Waste Collection Review.  The Panel also received updates from the Local Focus Hub,  Active Cumbria and from the Carlisle Library Service.  Members welcomed the Winter Support leaflet that was appended to the report.

 

Members, in discussion of the multi-agency patch walk that had taken place in the Raffles area, were keen on similar events for their wards.

 

RESOLVED, that the report be noted.

To note the minutes of the Highways and Transport Strategic Board held on 30 January 2024 (copy enclosed).

 

Minutes:

The Panel received the minutes of the meeting of the Highways and Transport Strategic Board held on 30.January.2024.

 

The Cumberland Network Manager gave a general update on the meeting.  A discussion took place regarding bus services in the Carlisle West area and it was agreed that information on this would be circulated to members outside the meeting.  A member requested a review of the resident parking scheme.

 

To conclude the officer advised the Panel of upcoming highways work in the Carlisle West Community Panel area.

 

The Cumberland Network Manager was thanked for the update.

 

RESOLVED, that the minutes of the meeting of the Highways and Transport Strategic Board held on 30 January 2024 be noted.

To note that the date of the next meeting of the Community Panel is to be confirmed.
