Forthcoming Decisions

To award a new contract for the provision of Highway Materials. The new contract is currently being tendered to commence following the expiry of the existing contract and will be for a 3-year term with a maximum value of £3.95m.

To award a construction contract to undertake remodelling/refurbishment works in Allerdale House to accommodate HM Coroners Service.

Permission to be granted to commence contractor procurement exercise required for the delivery of the Connected Cleator Moor Town project within the Town Deal. In addition, delegated authority to the Portfolio holder responsible for Sustainable, Resilient and Connected for the subsequent award of the contract.

Permission to procure a Traffic Signals Maintenance contract for the next 6 years (3+3)-2025 to 2031 and delegate the award of the contract to the Director of Place and Sustainable Growth and Transport.

To award a construction contract to provide a new building to provide additional post 16 SEND places.

To grant permission to procure a consultant to complete a series of condition surveys to Cumberland Council’s Corporate and Schools portfolios. And delegate powers to the delegated Directors to allow them to grant permission to award, once the procurement exercise has been completed.

To approve the disposal of land at Lillyhall North.

Executive to note progress update on the Cumberland Care Review Programme and consider a range of recommendations around the next phase of the review programme.

To approve the permission to procure contractor for the Caldew Riverside Land Remediation project and authority to delegate the award of the contract to the Director.

To enter into a contract with the Secretary for State for Justice to supply library services to HMP Haverigg for a four-year period with a three year extension (total contract period of seven years) from 1 April 2025.

To grant permission to procure a new Service under the Open Framework Agreement for Supported Living for People with a Learning Disability, Mental Health Problem, Autism or a physical/sensory impairment. The indicative term is 10 years as the service is relates to a Customer’s home therefore will be required indefinitely, based on current needs. The estimated contract value is £2,275,000 take account of inflationary uplifts based on a ten year term. Decision includes delegation of contract award to the Director of Adult Social Care and Housing

Agree and adopt an Active Wellbeing Strategic Framework for Cumberland and; consider options for and agree the future operating model and facility investment strategy for Cumberland leisure service and; appraise and agree the outline business case for delivery of the agreed operating model and investment strategy.

Authorisation to award a grant for the delivery of Natural Flood Management (NFM) works in Bitter Beck & Tom Rudd Beck, as part of the Cumbria Innovative Flood Resilience Programme

This is a joint decision between the  Director of Place, Sustainable Growth & Transport Cumberland Council and Director of Thriving Places Westmorland and Furness Council.

Portfolio Holders are Sustainable, Resilient and Connected Places Portfolio Holder, Cumberland Council and Cabinet Member for Climate and Biodiversity, Westmorland and Furness Council

To consider the Regulation Draft Local Plan and approve its referral to Place Overview and Scrutiny for consideration and approval. 

A decision needs to be taken on the form of the school funding formula for 2025-26 for Cumberland Council. The Department for Education has confirmed that the local authority must consult all schools and schools forum on an annual basis on changes to the school funding formula as local authorities continue to have flexibility to decide whether to implement the national funding formula or a local agreed funding formula for schools and continue to have flexibility to transfer funding from the schools block to high needs block.

The WIAA sets out the arrangements for the Host (Cumberland Council) and the Recipient (Westmorland & Furness Council) to agree an annual budget for Waste Disposal. This decision is to note and accept the recommendations; and approve the Annual Budgets for the Contract Year 2024-25 in agreeing how the overall Waste Disposal budget for the hosted service is to be “shared” between the Host and the Recipient.

To consider and approve the Delivery Mechanism Outline Business Case in order that it can be formally submitted to the Department for Levelling Up, Housing and Communities.

To approve procurement of a 2-stage Design and Build contractor for Millom and Haverigg Flood Alleviation project, with delegation of authority to the Director of Business Transformation and Change to award Stage 2 (Construction) subject to deliverability within the project budget and funding conditions.

In July the Executive will be presented with options for changes to the Council’s current Home to School Transport Policy, the Executive will be asked to consider and choose an option and agree for the consultation to begin. Following the end of the consultation period, in January the Executive will be asked to make a final decision on the implementation of the Council’s current Home to School Policy.

Permission to procure Main Contractor to deliver the construction phase of the Cleator Moor Community Hub and Town Square Public Realm project as part of the Cleator Moor Town Deal. Contract to be approved via Portfolio Holder Report.

The Executive will be asked to: Consider the proposals for the remediation of the Caldew Riverside site; and approve the preferred option for funding.

To award NEC3 Option A construction contract for construction of leisure centre in Millom.

To consider the options and agree a single operating model for the whole of Cumberland for each of the waste streams collected at the kerbside both domestic and commercial.

To consider the options and agree a preferred delivery model for the services as to how they will be provided.

To consider the Tullie House Business Plan.

To approve the award for a 2 stage design and build contract for Cargo Cycleway.
