Apologies for absence were received from Mr G Roberts, Mr M Barbour and Mr A Wonnacott.

Members are invited to disclose any disclosable pecuniary interest they have in any item on the agenda which comprises:-

1          Details of any employment, office, trade, profession or vocation carried on for profit or gain.

2          Details of any payment or provision of any other financial benefit (other than from the authority) made or provided within the relevant period in respect of any expenses incurred by you in carrying out duties as a member, or towards your election expenses.  (This includes any payment or financial benefit from a trade union within the meaning of the Trade Union and Labour Relations (Consolidation) Act 1992.

3          Details of any contract which is made between you (or a body in which you have a beneficial interest) and the authority

(a)       Under which goods or services are to be provided or works are to be executed; and

            (b)       Which has not been fully discharged.

4          Details of any beneficial interest in land which is within the area of the authority.

(i)      The total nominal value of the securities exceeds £25,000 or one hundredth of the total issued share capital of that body; or

(ii)     If that share capital of that body is of more than one class, the total nominal value of the shares of any one class in which the relevant person has a beneficial interest exceeds one hundredth of the total issued share capital of that class.

In addition, you must also disclose other non-pecuniary interests set out in the Code of Conduct where these have not already been registered.

A "disclosable pecuniary interest" is an interest of a councillor or their partner (which means spouse or civil partner, a person with whom they are living as husband or wife, or a person with whom they are living as if they are civil partners).   

Councillor F Morgan and Councillor A Lamb declared non-pecuniary interests in Agenda Item No 5 – Connected Cleator Moor Business Case as member and reserve member respectively of the Town Deal Board.

A report and presentation was received requesting endorsement of the Connected Town Cleator Moor business case, the full summary of which was appended to the report.  Members noted there was a requirement for this scheme to be submitted to Copeland Borough Council in March 2022, as accountable body, for appraisal and assurance assessment in advance of submission to Government. 

The Place and Enterprise Officer outlined the three interlinked elements of the project which were enhancement of gateways at the junctions of Bowthorn and Whitehaven Roads, Leconfield Industrial Estate and Wath Brow, upgraded linkages between Cleator Moor and the C2C cycle route and improved infrastructure for pedestrians especially around the Town Square which also would improve public realm and wayfinding across the town. 

Members discussed various aspects of the project.  The Local Member for Kells raised the issue of vandalism and suggested measures to combat this.  The Local Member for Gosforth advised that the area’s youth tended to gather in Cleator Moor square and it was suggested that teen shelters be provided for them, with wifi, as safe meeting places.  The Local Member for Cleator Moor East and Frizington raised the need to use correct road surface material and plan future maintenance and members agreed with this.  In discussion of tree planting, it was recognised that tree species, appropriate siting and size of the trees needed to be considered.  In answer to a member’s question, the Traffic Management Officer advised members that traffic management were imputing into the project and gave an explanation of the 20 mph limit regulations.  The Local Member for Egremont North and St Bees made reference to the A5086 being the main Cockermouth to Egremont road and the use of heavy goods vehicles on this road.

In answer to a question from the Chair on Local Government Reform (LGR), the officers explained the LGR transit process.  The scheme would be captured by the LGR Programme Board as part of the transitional arrangements.  The Chair suggested that the scheme supported the importance of collaborative working by Local Committees, volunteer and local community groups.  The Local Member for Cleator Moor West commented on the bidding process and commended the report for submission to Copeland Borough Council.

It was noted that a report for the Millom Town Deal would be presented at the Local Committee meeting in March.

RESOLVED,that the submission of the Business Case for Connected Town Cleator Moor to Copeland Borough Council be supported.
